New Licensing Framework for Online Gaming: B2B and B2C Licenses Defined
The Nevis Online Gaming Ordinance, 2025 introduces a clear and structured licensing framework for the online gaming sector. This framework establishes two distinct classes of licences—Business to Consumer (B2C) and Business to Business (B2B)—to regulate all activities related to the provision and support of online gaming services in and from Nevis.
Two Classes of Licences
Under Section 8 of the Ordinance, the Nevis Online Gaming Authority may issue:

B2C Licence: Granted to online gaming operators, this licence authorizes companies to offer online gaming services directly to individual players. This includes activities such as virtual casino games, sports betting, lotteries, poker, and other games of chance.

B2B Licence: Granted to online gaming suppliers, this licence permits companies to provide critical services—including software, systems, and technical infrastructure—to licensed B2C operators.
Each licence may cover multiple types of gaming services, and the classes may be expanded or amended by the Authority as the industry evolves.
Eligibility and Licensing Process
To be eligible for either class of licence, an applicant must be:

A company or corporation established in Nevis;

In good standing and able to meet the fit and proper criteria for ownership and senior management;

Demonstrating operational readiness, technical capability, and financial integrity.
Applicants must submit a formal application to the Nevis Gaming Authority, along with supporting documentation and a non-refundable fee. The Authority will assess the application based on strict due diligence, including anti-money laundering and counter-terrorism financing standards.
Once approved, the licence will be issued by the Minister of Finance upon recommendation by the Authority. Licences are valid for one year and subject to renewal, compliance conditions, and annual audits.
Local Presence and Business Substance
Every licensee must maintain a registered office in Nevis and inform the Authority of any change in address or business structure. This requirement strengthens Nevis’s jurisdictional integrity and ensures regulatory oversight is grounded in local presence.
