Nevis Launches Prediction Market License

NOGA introduces a distinct licensing pathway for prediction market operators and technology providers, addressing the evolving structures and regulatory considerations of event-based markets.

Charlestown, Nevis – 2 November 2026 – The Nevis Online Gaming Authority (NOGA) announces the official launch of the Nevis Prediction Market License, introduced on 30 October 2026 as a dedicated licensing category for event-based prediction market operators and technology providers.

The introduction of the new license recognizes the growing demand for regulatory approaches that reflect the distinct operational characteristics of prediction markets. Unlike conventional online gaming products, prediction markets may incorporate different pricing mechanisms, liquidity models, participant interactions and event-resolution methodologies, requiring oversight tailored to their specific structures and associated risks.

The new framework establishes a dedicated licensing category for prediction markets, distinct from NOGA’s existing B2C and B2B online gaming licensing arrangements. It provides for B2C prediction market operators and B2B technology and service providers, each subject to dedicated licensing requirements and conditions.

Scope of the Prediction Market Framework

The framework is designed to accommodate a broad range of event-based prediction markets, including those relating to sports, financial and economic indicators, political and electoral events, entertainment, weather and climate, cryptocurrencies and digital assets.

The framework recognizes a range of prediction market structures and trading mechanisms, including binary and multi-outcome markets, pari-mutuel models and market-maker arrangements, subject to applicable regulatory approval.

Eligibility and permitted activities will be assessed individually, taking into account each applicant’s proposed business model, operational structure, associated risks and applicable regulatory considerations.

A Dedicated Approach to Regulatory Oversight

Building on NOGA’s established standards for corporate due diligence, financial transparency, AML/CFT compliance and customer protection, the framework introduces requirements addressing the operational characteristics of prediction markets.

The framework addresses key considerations including market integrity, the prevention of market manipulation, management of potential conflicts of interest, event-resolution transparency and appropriate safeguards for participant funds.

It also addresses the identification of reliable data sources for determining market outcomes, transparent settlement procedures and mechanisms for resolving settlement disputes.

Application Process

The Nevis Prediction Market Licensing Framework was officially launched on 30 October 2026. All application requirements, dedicated application forms, detailed license conditions, and supporting guidance are available on NOGA’s official website as of 2 November 2026.

Prospective applicants are invited to contact NOGA to discuss their proposed business models, eligibility and applicable licensing requirements ahead of submitting a formal application.

Supporting the Evolution of Prediction Markets

The introduction of the dedicated framework reflects NOGA’s commitment to developing a regulatory environment responsive to emerging business models while maintaining appropriate standards of regulatory oversight.

“As prediction markets continue to develop, regulatory approaches need to reflect the way these platforms operate and the risks associated with their activities. With this dedicated framework, our aim is to provide greater clarity for businesses entering this sector while ensuring that market integrity and participant protection remain central to the licensing process,” said Nuri Katz, CEO, Nevis Online Gaming Authority.

The new licensing category is also intended to provide greater regulatory clarity for payment service providers, technology partners and other businesses supporting licensed prediction market operations.

Authorization under the Nevis framework remains subject to applicable laws and regulatory requirements in the jurisdictions where licensees offer their services.
